Competitor killed in Donegal International Rally tragedy

first_imgA competitor has been killed in a collision at the Donegal International Rally.Donegal Motor Club confirmed in a statement that they are liaising with the family of the competitor involved.Another man has been seriously injured in the crash. The Donegal Motor Club said the incident occurred at around 12.30pm.The accident occurred on Super Stage 15 on the Fanad Head Loop.The final stages of the rally have been cancelled following the collision.A full investigation has been launched into the incident and will be assisted by Motorsport Ireland and Donegal Motor Club. A statement from Donegal Motor Club said: “It is with regret that Motorsport Ireland and Donegal Motor Club announce that a fatality has occurred during the final day of the 2019 Donegal International Rally on Sunday 23rd June.“The Donegal Motor Club are liaising with the family of the competitor involved.“The three-day annual event takes place in June each year and attracts large numbers of spectators and in excess of 200 competitors took part in this years’ event.“The relevant authorities have begun a full investigation into the incident and will be assisted by Motorsport Ireland and Donegal Motor Club. Integration ‘key to Africa’s growth’

first_img9 May 2013 Closer regional integration will be crucial for addressing underlying weaknesses in Africa’s long-term competitiveness and ensuring that the continent delivers on its massive growth promise, according to the Africa Competitiveness Report 2013. The report, jointly produced by the African Development Bank, the World Bank and the World Economic Forum, was released on the opening day of the World Economic Forum on Africa meeting in Cape Town on Thursday. According to the report, despite the impressive growth strides made by many African economies, the continent’s competitiveness as a whole trails other emerging regions – especially in quality of institutions, infrastructure, macroeconomic policies, education and technological adoption – while large gaps persist between its highest and lowest ranked economies. “Africa’s growth needs to be seen in the wider international context, where encouraging gains in economic growth belie an underlying weakness in its long-term competitiveness,” WEF chief economist Jennifer Blanke said in a statement on Thursday. “Regional integration is key to addressing this weakness through the delivery of wider social and economic benefits, and should be prioritised by Africa’s leaders as they look to ensure that Africa delivers on its promise.” Regional integration, according to the report, will be a key vehicle for helping Africa to diversify its economic base and create enough jobs for its young, fast-urbanising population. Gaiv Tata, Africa region director for the World Bank Group, said that Africa had been enjoying an economic transformation, with growth rates of more than 5% annually over the past decade. “To turn its economic gains into sustainable growth and shared prosperity, Africa’s public and private sectors must work together to connect the continent’s markets, deepen regional integration, and adopt reforms that enhance national competitiveness.” According to the report, Africa’s share of world trade remains low, despite numerous regional economic communities and market liberalisation at the domestic level, with intra-African trade being particularly limited. The report identifies cumbersome and non-transparent border administration, limited use of information communication technologies, and a persistent infrastructure deficit as the major barriers to higher levels of regional integration. Africa’s infrastructure deficit is identified as a particularly serious impediment, made more pronounced by growth in consumer markets and urbanisation. “Developing adequate and efficient infrastructure will assist African economies to increase productivity in manufacturing and service delivery, contribute to improvements in health and education, and help deliver more equitable distribution of national wealth,” the report states. Mthuli Ncube, chief economist at the African Development Bank, said that sustained high economic growth “often occurs in an environment where there is a meaningful infrastructure development. “It is therefore imperative that planning for both national and regional infrastructure projects is coupled with the requisite legal and regulatory framework that will allow for increased involvement of the private sector in infrastructure development on a public-private partnerships model,” Ncube said. In conjunction with the University of Pennsylvania’s Penn Institute for Urban Research, the Urbanization Knowledge Platform will link policy makers, academics, the Bank and other groups struggling to address the rapid increase in the size and importance of cities around the world. Urbanization Knowledge Platform The Knowledge Platform seeks to use online communications to make rapid exchange of information in the urbanization field available more quickly and leverage the power of conversation to solve policy questions. According to the Penn Institute the site will be shaped around a series of “knowledge exchanges.” curt hopkins “Topics for each knowledge exchange will center on the four core themes of Economic Development, Social Inclusion and Mobility, Environmental Sustainability, and Governance and will be proposed by members. These knowledge exchanges, and subsequent discussion and networking, will be conducted via cutting edge technology and online audio-visual meeting tools.”That technology includes fora, real-time conversation, live online meetings and presentations. Elements of the platform are currently being rolled out, with regional launches in June and the official debut in July. Who’s On Board?Already signed on, in addition to the Bank and Penn, are the Kinsey Global Institute, the Cities Alliance, the Indian Institute for Human Settlements, MIT’s Deptartment of Urban Studies and Planning and the Brookings Institution. Talks are also being held with Harvard, Cisco, the African Centre for Cities, the Global Development Network, the U.S. Department of Housing and Urban Development and a host of think-tanks around the world. The Penn Institute, devoted to the study of cities and their dynamics, is partnering with the World Bank’s Urban Sector, the bank agency responsible for developing its urban development policy. The World Bank, co-owned by 187 member countries, is a union of the International Bank for Reconstruction and Development and the International Development Association, with a mission to “advanc(e) the vision of inclusive and sustainable globalization” and reduce global poverty.Criticism and ParticipationThe Bank has seen its share of criticism. This includes philosophical objections to its “free market reform policies” and practical objections to their implementation, which some have said is too quick and too jarring to native economies. The way it is governed has also come under scrutiny. It is said to be run more often than not by representatives from highly industrialized economies to the exclusion of those from developing ones. Given this criticism, the Knowledge Platform might be a great deal more valuable were the citizens effected by the Bank’s decisions able to watch, listen and even join in these discussions.
